When Horseshoe Casino opened the first casino in Ohio, they were dealing with a PR backlash from locals who saw them as a greedy corporation who was coming in to their city to take their money. To counter this and start to build goodwill with the community, they were looking for a way to celebrate the locals and Cleveland's rich heritage.
